Now think of the value of all those visitors that arrived in town $8 to the good cos the ride home is free too. Also the value of getting 28% more use, where marginal costs are minimal. Why don't we do this all the time?

Of course the reason is we have to keep the tax rise under 2.5% otherwise nobody will be able to afford the car they need because the tax rise must be under 2.5%.
