Version 1.2 is now available on the AppStore. Please update immediately as this should resolve the issues of not being able to report, or see reported, sightings. As a bonus, it also fixes the iPhone SE UI issue where the ICEBlock text in the header was wrapping due to the small screen size.

question - is the lock button UNLOCKED when gray and LOCKED when red? the little lock icon is closed both ends on both colors.

When it’s red the lock body is filled in which means the map is locked for panning, zooming, etc. When you tap the button it’s no longer red and the lock body is not filled in which means it’s unlocked and you can move the map.
