They’re “under pressure”? From whom?

No, it would have been doing the right thing if they had voted to refuse any more funding to the fascist police state. But all Trump has to do is throw them a few crumbs on healthcare (which he will snatch back a couple of days later) and they'll cave in, and continue funding fascism.
