It is amazing that essentially 100% of the responses to this are lawyers saying “because renumbering is hard”. That is both true (Word sucks; human search and replace is very fallible) and an extremely, extremely solved problem here in the year 2026.

Typst uses the CSL file format for citation and bibliography styles. Some OSCOLA versions seem to exist already (www.zotero.org/styles?q=oxf...) and can just be used as-is, no packages required.
