What's up with these districts with 2-200 votes on the CBC website, but no polls reporting?

Same here:

I wonder if it's out-of-district votes that were counted as a poll in another district? That would roughly accord with the small numbers, too...

I did see a lot of cases early on with very few votes, like 2/3 total cast. Maybe related?
