dotnet does that. it tells you during restore and build. as restore also happens during build, it shows the warning twice by default. otherwise `dotnet restore` shows warnings, as well as `dotnet build --no-restore`. screenshot in german, hope you don't mind.

Yes. In my experience i18n in dotnet tools is pretty common depending on the maturity. But that also means you might get a mishmash of languages. And it makes it hard to search issues online when there is no unique identifier. So I usually prefer english on my work devices.
