Who is the mod, and can they be blocked? Can you block mods in this place?

You absolutely can, but it won't prevent them from modding. In fact, I highly recommend blocking all of them.

On a network where every post (and a large number of actions, including blocks) are public, this seems like a deeply unwise assumption.

They don't browse around the website banning stuff, they probably have a different UI for this and a lot of it is automated as well.
