It's also wildly illegal. I believe eventually the courts would hammer it down. But it will cause all kinds of damage and chaos even in the best-case scenario. Essentially, there's no way to "fix" the problems caused by people intent on causing damage deliberately.

I say the odds are substantial that Congress puts a rider to block this in some major bill they send Trump in the lame duck session. I may be wrong about that, but that's my prediction.
