I am pro-bike and not a fan of cars but I have found that "experts" who choose to work in big city governments are activists more than experts. In Boston the very progressive Mayor finally cleaned house.

a handful of local small business owners obviously matter more than the rest of the community, let alone schoolchildren who are not even consumers yet. small business owners are carbrained everywhere and are generally small-c conservative deathly afraid of any change. seen it in multiple countries.

They generally overestimate the amount of car traffic. They just want free parking
