Vendor skills in vendor repos. Who finds them mid-task? Nobody who missed the right feed that day. I want the agent to find the skill on its own, log which phase ran, and say why it picked it. Until then a skill is a bookmark.

Independent verification is the part that matters most with agent audits. Findings that have to be reproduced before they count usually cut the false positives down a lot.
