question to younger people in tech: how do you get hired (the initial step, to a hiring manager) these days? my understanding is job applications don’t work. What does?

referrals, especially if you have a resume that's not super legible to the average recruiter. a good hiring manager will try and get their recruiters to have a better understanding of what to look for in candidates, but lots of hiring managers aren't proactive about that, plus noisy signal.
