The COBOL itself isn't the problem. Anyone who's worth their salt will pick it up quickly and will be proficient at cutting new code. The challenge is working within an existing production environment. That takes a lot longer to ramp up in.

While I'm here, there's always talk of rewrites around this kind of thing, and I'll throw out one law of rewrites and its corollary. The law: No rewrite of a system without comprehensive tests exercising absolutely every use case succeeds. The corollary: No use case documentation is comprehensive.
