Get that residential solar on and drive those aircons. Good state government policy would be to announce that all rental housing in free standing houses must have solar and aircon installed by 2030. All rental housing with aircon by 2032 <small exclusions>

If a State government really wanted to drive it, you'd use a standard state solar subsidy and a stamp duty tax credit attached to the home if done before June 30 2028.
