It's an interesting question; were they moved out because ICE knew it wouldn't be in compliance with the court order and didn't want to look bad, or were they moved out because ICE knew it couldn't be in compliance with the court order and didn't have any other way to comply but move them out?

They do this EVERY TIME they have advance notice of a “surprise” oversight visit. The ICE Air fleet is now big enough to handle these situations without too much disruption. Your tax dollars at work, evading oversight.
