Be clear about 2 things: 1. The contract terms should be examined for unreasonably large front-end payment prior to performance; and 2. The strategy is likely to bind any excess in the budget with contract awards from now until Dec 31, to leave the next Congress no money to work with.

It's not so much the "cost" structure but the "Payment structure" because it is possible that they'll pay funds in advance of incurred costs or even, unrelated to costs.
