According to the Trump Administration, border crossings are at historic lows. But ORR is still preparing to award a contract by Dec. 31 for facilities holding up to 3,000 unaccompanied children, with payments to contractors that continue whether or not children arrive.

Be clear about 2 things: 1. The contract terms should be examined for unreasonably large front-end payment prior to performance; and 2. The strategy is likely to bind any excess in the budget with contract awards from now until Dec 31, to leave the next Congress no money to work with.
