Kinda like saying 'Burnham ain't goin' any further on them roller skates.' I don't think he intends - if he has any sense - to try to get anywhere on roller skates. That's kinda the point. Starmer tied his own hands so he couldn't do much given his faction was funded by those who didn't want...
