Valve has anti VPN policy in their subscriber agreement. They say that you are not allowed to use an "IP Proxy" or any other form of "hiding your location" despite the fact that IP doesn't expose your location in the first place. Banning VPNs for no good reason.

Problems 1 with this policy: IP location doesn't equal your geographical location in the first place, so it's flawed in its basic principle already and doesn't achieve what the original intention was. (I even lived in a place where my IP location was in another country.)

Problem 2 with this policy: I asked and they replied it's to prevent compromised accounts requesting refunds to steal$. Which is a load of BS - refunds should always be processed to the original purchasing method, therefore no theft can happen that way.

I'd be less upset over it if it was specifically for the purposes of geo restrictions on content or pricing. But it is not, it says "for any other purpose" as well and that is not okay.

And final message in the thread - yes they do act on it - they do detect whether you use a vpn or not when you interact with the store or support. I've not seen a ban yet, I have seen messages from steam support though, demanding that you not use VPN and that they will refuse to "do business"
