The new TOS replaces the California office with the new location in Texas. So, Texas state law governs the new TOS. I don't see anything about force arbitration, but this is Texas...

Interesting. They removed this clause, and didn't replace it:

If you view more than 1 million posts (replies too), within 24 hours, you will be charged $15,000 USD per 1 million posts!! LOL

Is this to prevent bots? Why punish people for using the app?

Yeah. He is tying to charge for a lot of things. It is one of the many reasons I left the app. This particular fee seems odd though. Is it targeted at people training LLMs off X?

Mostly targeted at preventing others from gathering useful marketing data directly, instead of buying it from Twitter.
