Honestly both are possible, but the bigger issue is how normal it feels that we even have to guess. When transparency is weak, speculation fills the gap and nobody really wins.

He was briefed accurately, he just slept through the briefing.

We see Trump say things all the time that are not true or he hopes are true. He thinks if he says it first other people will just back him up, and he knows he will not be held accountable because lots of people talk out their ass and don't know what the actual facts are.

That trump made it up just like he did with the Sharpie to change the trajectory of a hurricane years earlier
