I´d think from my personal experience that almost all "serious" gamers bought imports back in the 90s. It was somewhat of a factor in the distinction between more casual players and the core audience. Not importing directly, but all magazines were full of shops offering tons of the latest imports.

I used to import all the time back in the 90s. It was the only was only way to get consoles and games that weren't locked to 50Hz n the UK. The first game I imported, and paid a high price for, was Starfox on the SNES. I did not want the local version called Starwing🤘

Ooooh yeah, and this doesn't cover any of my PSX, PS2, Wii or SFC stuff which is the vast bulk of my Japanese import stuff. But I also imported North American releases especially on PSX, Chrono Cross, the The Legend of Dragoon etc.

日本語でこれが私の新しいゴミヒープです!英語で「ラッビシュ・ヒープ」と呼びます。笑う!ということでゲームコレクションね。この動画では私が日本語でちょっとツーアを行います。外国人として多分私の話している日本語は間違え可能性があるだけど一所懸命頑張っていました。殆どペラペラだけど間違いもあります!笑。楽しんでください。 This is my "new" rubbish heap tour in Japanese. I'm often fluent but wrong when speaking Japanese! ^^;

I got the GBC Pokemon Games (Silver and Crystal) from an import store, but the first game I actually imported myself was Metroid Prine Hunters on the DS.
