I had a project proposed to me for developing a speeding camera for the US market where the design was just a CCTV camera with a bit of software for detecting speeding. The spec was left very open and could later on enable a flock type system. I don't think the skepticism is entirely unwarranted.

You can absolutely design these cameras to not enable surveillance but that means having tight regulations on these systems which don't seem to exist in the US. In Germany these cameras do not offer a remote photo feed and are not capable of video. Scrutiny is warranted and important.

The fact alone that startups see an opportunity here when safe systems already exist should worry you that systems might get installed whose purpose is to pivot to more data collection once they have a large install base. I declined that project for ethical reasons because intent was quite clear.
