Forgetting also that the south / London got filthy rich from slavery and plundering India….

Liverpool did just fine out of the same. And Manchester wasn't spinning cotton grown picked by paid labour. I'm not sure that explains the differences.

Totally agree- but most of the finance from both slavery and in particular plundering empire did end up down south- including into Oxford and Cambridge.
