A few months ago, I was on a call with two other software engineers discussing a critical bug - and we realized it was the first time we had been on a call like that where it was all senior women. No ego, fix the problem, not blame others. That’s the culture I want to work with. It’s possible

My industry experience is 20+ years out of date. But based on my professoring gig since then, I'll note that there's a wide disparity in gender ratio in college CS programs, with the best ones near gender parity. Maybe talk to some recent alums from places like MIT or Harvey Mudd for advice?

In particular I know that MIT has strong within-living-group alum ties, so there might be a lot of information sharing about what's going on out there. (e.g. my son and his wife are in touch with a bunch of folks from their dorm floor all in the Bay Area tech industry, nearly 10 years later)

Throwing out ideas: have you looked at big aerospace or other govt contractors? They're underrepresented there, but it's better than the commercial world in my experience. (Probably a holdover from when we had at least lip service to equal opportunity)

Update: I just read your profile and saw you're already in aerospace. My sympathies. Honestly, when I escaped that world for a brief decade, I really did see it was worse in most commercial shops. If you're in SoCal, I know of one exception. Let me know if you want a company name.
