It's so convoluted that I don't see how even analytics heads will find it fun to model. You'll just feel like a sweaty gimp spending so much time modelling a chip so complex that average players have no chance of working out themselves without the latest Dell Inspiron. There's no fun in that.

To clarify I wasn’t trying to knock optimizing it, it’s absolutely the way to go. I just think it’s terrible game design and lends itself too much to optimization that it’s kind of against the spirit of the game and it’s not the kind of complexity I want to see added.

Favouring analytics/optimization isn't a problem - pretty much any change will do that. The issue is the extent to which this chip favours it due to the complexity of it. No-one asked for this chip. At the very least, the same chip but a single GW and without affecting team caps would be better.
