There's a bench in Skyrim that you can't sit on. You don't have to sit on ANY bench and doing so doesn't provide any anything. That makes it even weirder that, across the entire province filled with sittable benches, there is but 1 you cannot sit on.

It's also the bench in the inn in the most popular city in the game, meaning there is a good chance it's the bench most players are familiar with. And you can't sit on it.

Is it reserved for an NPC, that if you are there, it makes a bug?

It was used for testing purposes. I don't think random NPCs ever sit there, but if you force yourself to set there your arm is extended in a weird animation and your followers will b holding a mug. Some kind of abandoned feature. Instead of swapping it with a normal bench they... closed it?
