Nationalizing presidential elections isn’t a simple act of Congress. The Constitution gives states primary control, and fully taking that away would likely require a constitutional amendment—2/3 of Congress and approval from 3/4 of the states. Anything less would face immediate court challenges.

Of course he wants that. It is easier for a sitting president to manipulate federal agencies than fifty or so states. We have already seen that he cannot persuade some state Republicans to lie for him.
