that's the strategy! starve the public services then bring the private sector in to cover the gaps and then, once people are acclimatised to private medical services, shift toward a medicare style system that funnels public money into private healthcare

we already do this in the general practice system, the state provides targeted funding and means tested subsidies for privately run care.
