Ayobami B Torrence of DDOT’s Outreach Team stated that shelters are being funded with a combination of Federal and State Grants and City General Funds, DDOT's goal is for 75% of passenger boardings to take place at sheltered stops as funding permits.

As a reminder, it was stated by Ms. Torrence that locations for new and replacement shelters are selected and prioritized based on DOT's Title VI program plan, which incorporates service standards for bus stop amenities. One of their propitiations is having a concentration of vulnerable users.
