Last I checked, the power to impose taxes, including tariffs, is held by Congress, not the President. Also, any bill designed to raise revenue must originate in the House of Representatives specifically. Is anyone going to, you know, mention that, as Trump goes on signing executive orders?

My gloomy prediction on how the next few months will play out: 1. Trump will continue to nominate to his cabinet unacceptable people like Matt Gaetz, who pretty clearly has committed felonies in regards to sex with a minor and prostitution.

6. Trump will shepherd his nominees in through recess appointments. And then he will awaken to the fact that he's doing just fine without Congress, and why does he need them anyway? He can just govern by executive order indefinitely while they are in "recess."

5. With the House and Senate in disagreement about adjournment, Trump will claim that Congress has fulfilled the conditions of Article 2 Section 3 of the Constitution: "he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them,

with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper...". Trump will therefore adjourn Congress with no set date for them to reconvene. The Supreme Court will back him up on this because most of them are his loyal nominees.

4. Thune will refuse to play ball and will insist on having the hearings. Trump will then ask House speaker Mike Johnson to get the House to vote on a concurrent resolution to adjourn Congress.

Johnson's whole political identity and power base is wrapped up in doing whatever Trump wants, so he will agree. The House will vote to adjourn, but the Senate will vote down the bill or just ignore it.

2. The Senate under new majority leader John Thune will want to make some show of actually providing advice and consent on Trump's nominees, and may actually want to block the worst of them (like Gaetz), to prove that they aren't completely irrelevant.

3. Trump will want to get all his nominees in without embarrassing public hearings, so he will ask Congress to go into recess so that he can make recess appointments that are good for two years (until the next Congressional election).
