Ample evidence spanning decades supports bilingual instruction. Ex. In a study of 20,870 low-income students in Miami-Dade County, Serafini et al. (2020) found that bilingual instruction was associated with faster English acquisition and stronger fifth-grade outcomes than monolingual instruction.

I urge you to oppose the proposed English-only requirement for Head Start under § 1301.04(a). Such legislation would restrict bilingual instruction without a credible evidentiary basis for concluding that English-only instruction improves academic outcomes for multilingual learners.

I keep reading that “multilingualism poses a challenge for academic assessment.” Let’s consider the real problems that need fixed. Instead, these should read “Insufficient research and professional training pose challenges for appropriate assessment for multilingual students.”
