This tradition goes way back to World War II, when the bar was the final stop for servicemen heading to the Pacific before they went off to war. It’s based on two easy rules:

The Payout: If you’re an active duty service member or veteran visiting, you can grab a shot from your squadron’s designated bottle. The Replacement: The person who finishes the last sip is on the hook for buying and replacing it for everyone else who wants a drink.

It’s a way for them to leave a bottle of liquor behind, allowing the next member of their squadron to enjoy a complimentary drink.
