The LA Charter Review Committee's Sept 30th meeting agenda includes some previous Charter reform recommendations, including: Rec #15: making the City Administrative Officer the Chief Financial Officer; #22 & 23: re: LAPD accountability; #28-30 & 37-38: personnel reforms.

How is LA's new Charter Review Committee planning to move reforms forward? Committee Chair McOsker's new motion asks for timelines for action and a clear, public-facing way to track different reforms to hopefully help clear things up. Link: cityclerk.lacity.org/onlinedocs/2...

@cd13.lacity.gov responds to the discovery that LAPL unions have been completely unresponsive to City requests to meet-and-confer, or as he puts it, "been left on read". "It is crazy that they haven't responded, and that we haven't done anything."

On CRC 58 (below): the Rules Committee moves the item forward to the full City Council without a recommendation in favor or against, pending the formal declaration of an impasse between the City and the LAPL union.

On CRC 57 (see table), proposing Council have the ability to veto/remand decisions of the Board of Rights, the Rules Committee moves to note and file the recommendation.

Discussion of CRC 58 (see below), a recommendation to give the Chief of Police the explicit power to directly remove officers who have engaged in misconduct, uncovers that while the City has repeatedly invited the police union to bargain, they've been completely unresponsive.
