bottom line: a tax is a tax. and Congress's taxing power is fundamental. Framers gave Congress “alone access to the pockets of the people.” That itself has been honored in the breach in Trump 2.0 and has to count as a major surprise to Trump, who has been picking the peoples' pockets from day 1.
