When people say “illegal immigrants vote,” they mean non-citizens are casting ballots. In reality, only U.S. citizens can legally vote in federal and state elections. Legal immigrants (green card holders, visa holders) can not vote, and studies show voter fraud by non-citizens is extremely rare.
