I have increasingly come to understand police as a network. To understand the actions of one PD or indivisual officers in that PD, you need to understand the matrix of contractual relationships a PD holds with other federal law enforcement agencies. Individual PD’s are nodes within a network.

Local PD’s are contractually obligated to defer investigations to federal law enforcement, which operate under a nebulous doctrine of “national security.” However actions taken to advance “national security” are often in opposition to what normal people would call public safety.
