Is the U.S. regulatory process effective? Greg Leiserson proposes that eliminating the requirement for formal cost-benefit analysis and substantive OIRA review of transfer rules would streamline the regulatory process: www.hamiltonproject.org/publication/...

While formal cost-benefit analysis for all regulations may sound good, it is not useful—and in fact could be harmful—when applied to tax and transfer rules. Learn why, and what we can do about it, in a new proposal from Greg Leiserson: www.hamiltonproject.org/publication/...

With the rising number of older Americans, an estimated 1.28 million additional workers in the sector will be needed by 2036. @taraelizwatson.bsky.social details a temporary direct care worker visa, the H-1D, to address this looming workforce challenge. www.hamiltonproject.org/publication/...
Medicare home health lacks an obviously consistent guiding objective. Liran Einav, Amy Finkelstein, @yunanji.bsky.social, and @nealemahoney.bsky.social explore potential objectives for the Medicare home health program and their implications for policy design. www.hamiltonproject.org/publication/...
Over the next decade, an estimated 1.28 million additional workers will be needed in the direct care sector. @taraelizwatson.bsky.social proposes a direct care worker visa, the H-1D visa, that could address about one-third of the projected direct care workforce gap after 10 years.

Pay is low and turnover high among direct care workers in long-term care. In new descriptive work (+ interactives!), we find many workers leave these positions to work elsewhere in healthcare and many others leave employment but continue to provide care for others.
An analysis from @kristaruffini.bsky.social, Karen Shen, and @truskinovsky.bsky.social examines the data on turnover among direct care workers. They find high rates and turnover and higher wages and benefits for those who leave direct care versus those who stay.
The U.S. is aging—and not ready for it. Today we published three new pieces on long-term care: 📝 A direct care worker visa policy to support the aging US population 📝 Rethinking Medicare home health 📝 Who enters and who exits direct care jobs in long-term care settings Join us at 1:30 pm ET:

@taraelizwatson.bsky.social warns that the U.S. is facing a direct care workforce crisis. She proposes a direct care worker visa, the H-1D, that offers a targeted and flexible way to address the looming workforce challenge and to improve the quality of care available to people who need support.
The U.S. is ill-prepared to meet the long-term care needs of an aging population. TOMORROW @ 1:30 PM ET, hear from @avivaaron-dine.bsky.social, @nealemahoney.bsky.social, @taraelizwatson.bsky.social, @citizencohn.bsky.social, and more on policies to expand access to long-term care:
The safety net plays a crucial role in reducing poverty: @bobgreensteindc.bsky.social and @danilotrisi.bsky.social find that the poverty rate and the poverty gap declined markedly from 1967-2023, primarily because of expansions of social programs that occurred over these years.

The poverty gap captures not only whether people are poor but also how poor—how far below the poverty line—they fall. @bobgreensteindc.bsky.social and @danilotrisi.bsky.social find that the poverty gap declined from 1967-2023, though by less than declines in the poverty rate.

Beginning Oct. 2027, states will be required to pay a portion of SNAP benefits depending on their SNAP payment error rate. The inherent uncertainty of this statistic means that states will face huge and unpredictable budgetary swings every year, @laurenhlb.bsky.social and Diane Schanzenbach find.
OBBBA ties the share of SNAP benefits that a state pays to the state’s “payment error rate.” Because the payment error rate statistic is based on a random sample of cases, states could face huge budgetary swings based solely on luck of the draw: www.hamiltonproject.org/publication/...

OBBBA shifts a portion of SNAP benefit costs onto states, based on a given state’s “payment error rate.” @laurenhlb.bsky.social and Diane Schanzenbach estimate what share states would have been required to pay in FY2026 under this policy—and find that state outcomes vary widely, randomly.
