Countries with limited fiscal space may be forced to reduce spending and potentially accumulate debt on unfavourable terms. Exposure determines the extent to which local temperatures react to global shocks, fiscal capacity determines how costly a shock is for public finances.

Exposure captures how strongly a global temperature shock translates into local warming. Poor countries are disproportionately located in areas exposed to climate change, such as the Sahel region, which experiences very high temperatures.

Fiscal capacity captures a government's ability to absorb the fiscal ramifications, such as through access to credit at low interest rates and the ability to sustain spending as revenues fall. Richer countries can borrow to smooth the shock and respond counter-cyclically.

Our results suggest that global temperature shocks lead to a stronger and more persistent decline in real GDP per capita, reduce tax revenue, and raise government debt; local temperature shocks leave public finances largely unaffected.

We propose two conceptually distinct mechanisms through which the fiscal effects of a global temperature shock vary across countries: differential exposure and differential fiscal capacity.

Using local projections, we estimate the effects of local and global temperature shocks on real GDP per capita, government expenditure, government (tax) revenue, the fiscal balance, and government debt (over the 1960-2025 period).

Following the World Bank's classification into high-, upper-middle-, lower-middle-, and low-income countries, we test whether these effects vary with the degree of economic development.

This study finds that inflation triggered by conflict in the Middle East disproportionately affects low-income households in Germany. The lowest decile of the income distribution faces purchasing-power losses of up to 2.87% of disposable income vs. 0.65% for highest income decile

In a new paper in "Intereconomics", I analyse how the reformed EU fiscal rules framework treats public investment and whether it provides sufficient fiscal space to support Europe’s green and digital transitions. I discuss five options for expanding fiscal space for strategic investment.

Vier gewinnt?

Some options involve technical adjustments within the existing framework (e.g. incorporating investment effects into DSA, using national escape clause), others would require more far-reaching reforms (e.g. dedicated EU investment fund). Paper: www.intereconomics.eu/contents/yea...

New paper on whether wealth taxation discourages investment and drives business owners abroad. Looking at Norwegian reforms (2021-2024), it finds: migration responses are concentrated among the top 0.1% of the wealth distribution; "at most 100 individuals left due to the reforms"
