Today, the people of Serbia turned out in record numbers to shape their country’s future. Congratulations to the Student List on its victory in the parliamentary elections.

OTD in 1956, Hungarians rose up against Soviet-backed communist rule. Students demanded free elections, a free press and the withdrawal of Soviet troops. On 4 November, the Soviet Union launched an invasion to brutally crush the uprising.

This is not the time to ease pressure on Russia, and Europe won’t. On Monday, EU Foreign Ministers intend to approve the biggest set of sanctions listings targeting Russia’s war machine since the start of the war.

Russian strikes killed over 80 Ukrainian civilians in two days. Moreover, it has stepped up its hybrid attacks against Europe, both EU Member States and NATO Allies. Suspending sanctions on Russian diesel provides Moscow with more revenues to wage war.

The EU has always supported the Court, and the EU has options to ensure that it can continue its vital work. Protecting the ICC remains an EU priority.

I have spoken with ICC President Tomoko Akane following the United States’ announced intention to impose sanctions. The six-month period before the measures take effect offers a window for dialogue.

The ICC is the cornerstone of the international criminal justice system. It prosecutes individuals responsible for the most serious crimes under international law.

We have a responsibility to uphold international law. The EU is fully committed to the independence of international justice. We urge the United States to use the coming months to engage in dialogue. We will continue support the ICC and to protect its members and staff.

Good phone call with President Zelenskyy. I invited him to join us in person for the discussion on Ukraine at next week’s #EUCO. We discussed Ukraine’s progress towards EU accession. We look forward to opening two negotiating clusters next week, and all remaining clusters by the end of the year.

The European Union supports all efforts to stop this war. Conditions for a lasting peace are well known: it must respect Ukraine’s sovereignty, territorial integrity, and Ukraine’s right to choose its future. It must respect the United Nations Charter.

The human cost of Russia’s war of aggression against Ukraine continues to rise. Thousands killed. Lives shattered. Global food security threatened. It is time to end this war.
