Over more than three decades in the General Assembly, Senator Cook earned deep respect for her steady leadership, particularly as Chair of the Joint Finance Committee, helping build responsible state budgets and craft thoughtful policy on behalf of all Delawareans.

She was also a devoted mother and grandmother, a trusted friend, and a mentor to many. I was proud to witness her work up close, first as County Executive and now as Governor. And like so many others, I benefited from her wisdom, from her humor, and from her guidance.

We proudly signed a proclamation recognizing World Down Syndrome Day in Delaware. People with Down syndrome enrich our communities every day, and we remain committed to building a state where everyone has the opportunity to thrive.

Join us and #RockYourSocks 🧦. The mismatched socks represent the extra chromosome in Down syndrome, which looks like a set of mismatched pairs. It’s an easy way to start conversations and show your support.

Right now, major projects can take up to two years to get approved. This order streamlines coordination between state agencies to move projects forward faster, without cutting safety or environmental standards.

Lauren and I also pray for the safety of every American soldier abroad, for those who have been injured, and for the families of those who made the ultimate sacrifice. We hope for freedom and pray for peace.

This past year was a period of monumental growth for Delaware, with a sharp increase in corporate incorporations in 2025, both in absolute terms and relative to other states. In short, SB-21 is working, and I’m glad it will continue to be the law.

I stand with Governor Spanberger, who gave the second speech and not the president, who gave the first. The president is leaving it to governors to unite America: to make life more affordable, to make our schools stronger, and to deliver the health care that Americans deserve.

To our plow crews, utility workers, first responders, healthcare teams, and essential staff keeping power on and emergency rooms open, we are deeply grateful. Delaware is stronger because of you.

Delaware, we are still in the middle of a significant winter storm. Here’s what you need to know this morning: ✅ We remain in a State of Emergency statewide. ✅ Level 3 Driving Ban remains in effect in Sussex and Kent Counties. ✅ Level 2 Driving Restrictions remain in effect in New Castle County.

✅ All public transit services are suspended today. ✅ State offices are closed. ✅ Our crews are working around the clock to clear roads and restore services. Please stay home, avoid unnecessary travel, and continue to follow official updates. Stay safe, Delaware.

Delaware State Housing Authority (DSHA) has authorized emergency funding to support providers, and we’re coordinating with organizations like Friendship House of Delaware, the City of Wilmington, Delaware, and the Food Bank to meet shelter and meal needs.

I’m declaring a State of Emergency and activating every available state resource to ensure Delawareans are protected as this blizzard blankets our communities, including increased risks for coastal flooding.

Prepare now, please stay off the roads once the storm begins, and look out for your neighbors. We will continue working around the clock to keep every Delawarean safe. Stay safe and follow the Delaware Emergency Management Agency for updates.

It is unacceptable that schools remain closed a week after the last snowflake fell in Delaware. I have spent the last several days directing state agencies to do everything possible to get our kids back in school.

To every parent and family: please know the State of Delaware is doing everything possible through the weekend to ensure schools are open on Monday morning. Delaware was coated in more snow and ice than at any time in the last decade.

It is unacceptable that schools remain closed a week after the last snowflake fell in Delaware. I have spent the last several days directing state agencies to do everything possible to get our kids back in school.

🚨 Level 2 Driving Restrictions begin at 10 a.m. Travel will be limited to emergency workers, public utilities, health care providers, snow removal operations, food and fuel deliveries, and those with approved waivers. Please stay off the roads unless absolutely necessary. Your safety comes first.

Please prepare while you can, avoid being on the roads once the storm begins, and listen to your state and local officials for the latest information and safety warnings, including the Delaware Emergency Management Agency. Together, let’s make sure every Delawarean stays safe and warm this weekend.
