link.springer.comToward responsible scientometrics: a lifecycle framework of normative data practices for research evaluation - ScientometricsResponsible scientometrics has become a central concern in the context of increasing reliance on bibliometric indicators for research evaluation and policy decision-making. While existing frameworks such as DORA, the Leiden Manifesto, and CoARA emphasize principles of responsible metrics, less attention has been paid to the underlying data practices that condition the validity, transparency, and reproducibility of scientometric studies. This paper argues that responsible scientometrics cannot be achieved solely through improved indicators or evaluation principles; it also depends critically on the normative structuring of data practices across the entire research lifecycle. We propose a lifecycle-based framework that conceptualizes scientometric research as a sequence of interdependent data practices, including data source selection, data retrieval and acquisition, data preprocessing and standardization, data analysis and visualization, data interpretation, data storage and documentation, and data sharing and citation. For each stage, we identify common methodological risks and propose normative guidelines aimed at improving transparency, reproducibility, and contextual validity. By integrating methodological considerations with principles of responsible research assessment, the framework highlights how data practices are not merely technical procedures but constitutive elements of evaluation outcomes. The proposed framework contributes to scientometrics in three ways: (1) it systematizes scattered methodological recommendations into a coherent lifecycle model; (2) it extends responsible metrics discussions by foregrounding data-level normativity; and (3) it provides a practical reference for researchers, reviewers, and policy stakeholders engaged in research evaluation. Ultimately, this work aims to strengthen the methodological foundations of scientometrics and support more transparent, accountable, and context-sensitive evaluation systems.

lawjournal.library.mcgill.caImplementing Secondary Publication Right in Copyright Law for Green Open Access to ResearchThis article argues that, as the Canadian government and governments in peer jurisdictions adopt open access policies requiring researchers to provide free and immediate (embargo-free) public access to research publications resulting from government-funded research projects, the green road to open access (self-archiving) must remain a viable means of complying with these policies. This is essential to ensure that government open access policies do not create an unsustainable dependency on limited government resources. Although the gold road to open access offers immediate access, it often necessitates the payment of article processing fees demanded by publishers. In contrast, the green road to open access does not require payment to publishers for public access to a reliable version of the research publication (the author’s accepted manuscript); however, researchers frequently have limited authority to provide open access to their works in this manner when publishers acquire their copyrights and impose restrictions on republication. Such restrictions typically take the form of embargoes on republication, which undermine opportunities to use the green road to deliver immediate public access to research. Researchers often have weak, and sometimes nonexistent, bargaining power. Consequently, it is frequently challenging for them to navigate the publishing industry’s contractual framework that secures copyrights for free, prevents researchers from retaining the rights necessary to republish their accepted manuscripts on an open access basis, and limits their capacity to provide immediate public access to research by imposing embargoes on republication. To support the green road to open access as a viable option for researchers to provide immediate public access to research, I argue that Canada and other countries must implement, alongside their open access policies, a legislative strategy involving a secondary publication right within copyright law. This article proposes an ideal secondary publication right framework and advocates for its implementation in Canada and beyond.

github.comGreen Open Access: where is the index?Gold Open Access is literature that has an explicit open license, like CC-BY. It optionally has an article processing charge (APC). It optionally charges APC to make profit or to fund other activities, like some societies do. Green Open Access is literature that has been made available by repositories. It optionally has an open license. It optionally has a standardized license, like CC-BY. But it can also be that no clear license is given or the “license” refers to some (local) law. Many universities have green Open Access repositories, like Maastricht University and Radboud University. These repositories are scattered and contrary to FAIR principles, metadata is not shared widely. Of course, prominently, scholarly publishers could provide that information. Any paywalled journal article could have a link to a legal green open access version. It could. It would make total sense if spreading scientific knowledge is your goal. But we live in an alternate universe. We are relying on third-party indexes. I here briefly describe two options, but love to read blog posts about other alternatives! I am not looking for routes like PubMed Central or Europe PMC that come with huge collections of open-licensed content, including in the FAIR JATS format It’s really the non-OA-licensed green Open Access that we need to get indexed better. Oh, and, of course, all Dutch literature must become green Open Access. ## OpenAlex Unpaywall (see also this post) has been collecting open access versions but is now including in OpenAlex. The annotation is quite rich and here the question is more, how can the open science community enrich this OpenAlex content. ## Wikidata and WikiCite Wikidata and WikiCite are projects aligned with Wikipedia, and _[citation needed]_ is an essential part of that. We have used it in our research in multiple occassions. The curation process is transparent, providing the essential provenance needed for scientific research. It provides the work available at URL property and it has been used to link to green Open Access versions. The extend, however, is less clear (to me). But another problem is that Wikidata does not have the ambition to be a generic solution. That said, all extra links help. ## Schema.org and web search indexes? That leaves me, for now, with the role of generic web searching. Doesn’t that help? I can just search for the article title, right? Well, yes. But the process of how to get your green open access article indexed is not clear. There are many metadata standards that your repository needs to support (e.g. OpenAlex lists 8 and that does not include schema.org) and that does not guarantee you get indexed. Worse, commercial companies are know to remove content in a opague process, like with this video about the Meta gluurbril. We cannot trust that green open access metadata gets preserved. Maybe open web indexes will make a difference, but then we still need a simple API to integrate into our tools that just returns the information. I had a go at this last weekend. It would look something like this: But things go slowly, and FAIR metadata most certainly. But if we consistently take steps, things do change. For example, after 20+ years, CrossRef now supports blog as research output type. I like to stress, metadata is being shared by repositories, but we should support this a bit more. We should reuse that data, support that, curate that, etc. Let’s support our fellow open science community members! And that starts by sharing our knowledge on how all this works, does not work, could work, and what small steps we can take today and tomorrow. Looking foward to your ideas!

knowledgerights21.orgknowledgerights21.org# Secondary Publishing Rights Issue **Publicly funded research faces barriers to open dissemination** * **Why it matters:** Secondary publishing rights (SPR) refer to the right (and obligation) to republish publicly funded research in an internet searchable Open Access repository or elsewhere under an open licence. This should happen simultaneously with its publication in academic journals and with guarantees around what subsequent uses can be made of the works. This aims to end the practice where the routine assignment of exclusive or extensive rights by academic authors to proprietary publishers leaves publicly funded research behind paywalls. This stands in opposition to the public policy goal of maximising the impact of research by sharing it as widely as possible in a timely manner. Too much research still remains behind paywalls, with little hope of models involving up-front payments helping. SPR offers researchers and institutions a guarantee against publishers' efforts to deprive them of their rights to share works openly. It also offers taxpayers assurance that the research they fund will be accessible and increases the body of work available to support wider research and innovation. * **Key result:** Instead of facilitating knowledge sharing, the current system leads to a situation where public institutions need to buy back access to publicly funded research, as publishers maintain control through exclusive licensing agreements and copyright transfers. This not only represents poor value-for-money for taxpayers and lost opportunities for researchers and innovators, but also creates inequalities between richer institutions (that can pay for immediate gold open access) and others. **Major challenges for authors and institutions** * **Unequal relationships with publishers:** Individuals and institutions all too often feel obliged to sign away the right to share their work openly in order to get published in so-called 'high-impact' paywalled journals. * **Legislative fragmentation:** The seven countries that have SPR provisions (and two further with secondary publishing obligations) have adopted different approaches, meaning that there is a risk of confusion when it comes to collaborative research. * **Publisher policies and restrictive contracts:** Variations in policies regarding republication and reuse in the context of Green Open Access and restrictive contract terms create frustration and complexity for researchers, libraries and research-intensive businesses. * **Embargo periods:** Even where there is secondary publication, the imposition of embargo periods creates unnecessary delays in access to publicly funded research, including urgently applicable research. * **A weakening of community-owned infrastructure:** Greater use of green open access, for example, through secondary publication rights, will strengthen the role of repositories as key infrastructures for making open science work on behalf of the community and public interest. * **Unclear downstream uses:** A lack of clarity over onward terms of use leads to readers accessing open access publications being unsure about what they can do with them, meaning that they cannot contribute fully to further research and innovation. For example, around 10% of new products and processes would not have occurred without recent academic research. In Denmark alone, the time spent dealing with research article access difficulties might be costing around EUR 72 million per year among specialist researchers. **Legal context: A patchwork of national approaches awaits harmonisation** * **Seven European countries have introduced SPR provisions with significant variations:** In addition to the already fragmented landscape depicted in the figure below, it should be noted that Italy and Spain both have introduced secondary publishing obligations with their own particularities. * **European countries exploring SPR:** In Ireland, as a result of funding to support capacity and infrastructure for open research from the National Open Research Forum (NORF), a draft Bill to introduce a parallel publishing right in Ireland is being promoted among Parliamentarians. * **Issue:** Despite the Council of the European Union's May 2023 conclusions on scholarly publishing calling on Member States and the European Commission to make immediate and unrestricted access to publicly funded research the norm, there is currently no EU initiative yet, while fragmented national approaches create legal complexity for cross-border research. Based on interviews conducted by SPARC Europe, the series can inspire more leaders to “connect the opens”. It seeks to empower higher education institutions to address complex challenges through an integrated open knowledge framework. There are six items in the series: The first item focuses on some of the visions and goals that come from university leaders who already connect the opens. A list of key action points wraps up this item. The second item explores the key drivers that are accelerating the shift toward openness in higher education. We examine the interconnected forces shaping this transition: from accessibility, innovation, and economic considerations to policy mandates and broader societal change. By mapping these drivers, the item aims to support stakeholders in understanding not only why openness is advancing, but how these pressures are reshaping the future role of universities. The third item explores the challenges that arise when turning a vision of openness into practice in higher education environments. It highlights issues such as incentives, commercialisation, ensuring policy coherence, building infrastructure, and developing digital skills. This piece also emphasises that strategic action can help institutions move toward more accessible and socially engaged knowledge systems. The fourth item explores how institutions are turning their vision of openness into concrete strategies to embed it across research and education. It highlights how universities are bringing together open science and open education, aligning governance, incentives and infrastructure, and strengthening collaboration both within institutions and with wider society. It also shows a broader shift from fragmented initiatives to more coordinated, system-wide approaches, where leadership, community engagement and flexible implementation pathways are key to building more connected, participatory and sustainable open knowledge systems. The fifth item explores how evolving policy approaches and incentive structures are helping institutions connect open science and open education within integrated open knowledge frameworks. It highlights emerging strategies for developing context-aware policies, aligning institutional and international frameworks, and creating supportive environments that encourage the creation, sharing, and reuse of knowledge. The item also examines how incentives, recognition systems, and cultural change can foster greater engagement with open practices among researchers, educators and institutions, contributing to more accessible, equitable, and impactful higher education systems. The sixth item explores how senior leaders translate advocacy into strategic action to embed openness as a core institutional value. It highlights how leadership shapes governance, secures budgets for capacity building, and coordinates efforts across libraries, IT, and research support. Finally, it examines how leaders drive cultural change by rewarding open practices in career progression, supporting grassroots communities, and positioning their institutions within global open ecosystems.

Across six instalments, SPARC Europe’s Connecting the Opens leadership series has presented a clear strategic proposition: Open Science, Open Education, Open Access and other Opens should not be managed as separate agendas. Connecting them can create synergies that strengthen impact, equity, and efficiency, resulting in a more robust and equitable higher education ecosystem. The series stems from SPARC Europe’s Connecting the Opens programme, which sets out to broaden the open agenda by making the case for European public universities to connect open science, open education, and other opens. As part of this effort, in 2024 and 2025 we interviewed rectors, chancellors, library directors, deans, and other institutional leaders from across Europe who are driving the Open agenda forward, seeking to better understand how these various “Opens” can be connected in practice. We shared leadership thoughts through a position paper and a series of items. We laid the groundwork for the series with a position paper that provides the context and reasoning behind the core themes explored in the items that followed. In it, the connected opens are described as rooted in open education and open source traditions, building inclusive, value-driven communities that encourage sharing, interdisciplinarity, and ethical scholarship. The connected opens break down the silos of open initiatives both within and across institutions. A series of items then went on to address key aspects to connecting the opens, including the vision, drivers of openness, challenges, strategies, policies and incentives, and the role of senior leadership. The series began by framing the strategic vision: repositioning the university from an isolated institution into an active node within a global knowledge network, where open is not just a vision for ensuring equitable access to knowledge and education for all, but a mindset and a catalyst for cultural change. It then examined the drivers of openness – accessibility, innovation, policy mandates, and funding pressures – establishing that the business case for openness extends well beyond cost reduction alone. Naming the challenges in pursuing the connected opens was presented as the first step toward addressing them: commercial structures within scholarly communication, misaligned academic incentives and reward systems, and gaps in institutional infrastructure and capacity are common issues. The series then set out institutional strategies, demonstrating how leading universities are consolidating fragmented initiatives into coherent “open by design” frameworks, built on infrastructure, skills, reward and recognition, governance, and active student co-creation. The fifth item addressed policies and incentives, outlining how frameworks such as CoARA and career-linked rewards are being used to align individual motivations with institutional and societal goals. The series closed by examining the role of senior leadership, arguing that leadership engagement must go to active participation in embedding openness within institutional strategies, governance structures, and policy frameworks. Each item closed with a set of actionable points, offering leadership teams concrete guidance on the path to connecting the opens. Together, these six items constitute a strategic roadmap, positioning the opens not as a matter of efficiency or compliance, but as a deliberate strategy for the modern university. ### Looking ahead Our forthcoming Case Studies series will show what connecting the opens looks like in practice and how institutions are turning vision into action, with concrete approaches and results. It builds upon established frameworks, including the DOAJ’s Basic Criteria, the Best Practices Checklist for Diamond OA Publishers, and the Diamond Open Access Standard (DOAS) developed by the Developing Institutional Open Access Publishing Models To Advance Scholarly Communication (DIAMAS) project, taking into account the specific challenges faced by Diamond OA journals in Africa and aiming to provide practical, adaptable solutions. The document includes: Essential elements of Diamond OA journals Journal Policies Template, as well as Author Statement, Conflict of Interest and Licence Agreement templates Technical guidelines: elements to include in article landing pages and the full-text of the article, displaying licensing information, general advice regarding journal websites and accessibility. medrxiv.orgMotivation and concerns regarding the use of preprints among Brazilian health researchers: a surveyThis study aimed to evaluate the motivations and concerns related to preprint use among Brazilian health researchers. A mixed-methods online survey of all 1,596 holders of CNPq Research Productivity Grants in seven health fields was conducted in 2025. The questionnaire was adapted from a survey of bioRxiv authors, translated into Portuguese, and pilot-tested. Closed-ended responses were analyzed descriptively, and free-text responses were grouped by similarity. Overall, 178 researchers accessed the survey (11.2%), and 143 answered items on preprints and were included in the final analysis (9.0% effective response rate). The mean age was 55.9 years, and 88.0% were affiliated with public institutions. Regarding corresponding-author publications over the previous five years, 62.2% of respondents had deposited no preprints, while 37.8% had deposited at least one. Among preprints users, 79.2% agreed that deposition was freely decided by the authors. The main motivations were rapid sharing of findings (69.8%) and obtaining feedback (49.1%). Few reported benefits in terms of citations (17.3%) or online dissemination (16.9%). Among those who had not deposited preprints, the main reason was not wanting to deposit them (57.6%), followed by being unaware of the option (35.3%). Of the 22 free-text responses, 19 reflected an informed decision not to deposit, most commonly because peer review was considered necessary before public dissemination. Preprint use was limited mainly by a lack of intention to deposit rather than a lack of awareness. iastatedigitalpress.comConstructing a (Meaningful) Scholarly Publishing Narrative: Bootstrapping Green Open Access Submissions for Open Access WeekIntroduction: Green Open Access requires authors to submit appropriate versions of journal articles to a repository; the challenge for researchers is to remember to perform this task after the primary work of the publication process is done. This case study at Brock University Library shows how it is possible to bootstrap these types of submissions by crafting meaningful publishing narratives through a collection of clever Open Access Week initiatives. Literature Review: The literature review assesses the existing scholarly material on Open Access outreach efforts and touches on Open Access in the Canadian context. It explores the dynamics of self-archiving with Green Open Access and the use of institutional repositories. The existing literature on wielding open data as a tool to serve libraries is discussed, and the potential of these tools to support librarian advocacy work is examined. Description of Program and Benefits: By using a collection of Open Access scholarly publishing web services and APIs, two outreach campaigns were conducted by Brock University Library during Open Access Week 2025. The first was a State of Scholarly Publishing Report that showed broad trends in output from the organization, and the second was a Green Open Access Call to Action that prompted researchers to submit recently published eligible papers to the repository. Conclusion: There was enough enthusiasm generated from these two projects that the Brock University Library will continue to run these campaigns in subsequent Open Access Weeks. The publishing report was engaging and was included in many different venues on campus, while the Green Open Access Call to Action resulted in submissions from 37% of contacted authors.
