An attempted traffic stop by two ICE agents did not involve the man they ultimately shot in north Minneapolis. Details from a FBI agent's sworn affidavit contradict what DHS officials initially stated — and later repeated for several days — about the highly charged encounter.

Federal agents pinned a man to the ground in south Minneapolis and sprayed him with chemical irritants directly in the face. Minnesota Star Tribune photographer Rich Tsong-Taatarii did not witness the man put his hands on agents.

Witnesses said two teenagers and possibly a third woman were taken away by federal agents.
