I propose that newly listed companies on a stock exchange donate 5% of the shares they offer to the U.S. government to create a Sovereign Wealth Fund. The Congressional Oversight and Reform Committee will manage the Fund exclusively. This 5% donation requirement will apply to all new stock issues.

In July every year, 20% of the value of the fund shall be used to pay off (redeem) existing US debt. Congress shall pass such laws as necessary to control the fund outside of the Executive Branch and the Treasury Department.
