Update on this from STFC, which says: “We do not recognise the additional £100m shortfall figure quoted.” And: “STFC management has clarified that there is no current plan for the closure of any multidisciplinary facility.”

Major STFC facilities face fresh £100m shortfall, MP claims Liberal Democrats’ Freddie van Mierlo raises concerns that a Harwell facility could close in 2027-28 www.researchprofessionalnews.com/rr-news-uk-p...

Chris McDonald was crystal clear today that UKRI is being used for govt policy: "UKRI’s restructure is about moving from a grant-awarding body to a delivery body" "What I’m doing is getting my agencies to align to the BIST strategy and that aligns directly through to the prime minister’s strategy"

Marginal update: we asked BIST what Reynolds meant about finding money from the DSIT budget for defence, and they said that further detail on defence investment will be set out at the autumn budget

Jonathan Reynolds told MPs he has “had to find” money from the former science department’s budget for the government’s defence package The secretary of state was responding to a question about cost savings at major facilities funded by STFC www.researchprofessionalnews.com/rr-news-uk-p...

Delighted to find out that Andy Burnham isn't the only minister with industrial trade press pedigree Turns out the science minister Chris McDonald was editor of Millenium Steel: "the leading review of advanced process technology worldwide" His ministerial interests say he's stepped down though :(

If there was any doubt about the pressure govt can put on major research funding decisions, I think this story helps put that to bed There has been a lot of heat about the UK pulling funding for the LHCb at Cern. Brian Cox has been involved, and I hear govt was not expecting the level of backlash

The larger issue was budget constraints: UKRI only has £265m to spend annually on the Infrastructure Fund in the current SR, rather than the £470m it said it would have needed Ministers would have known this but still chose to fast track a quantum project with explicit links to the tech sector

UKRI is on paper and arm's length body but, as someone recently pointed out to me, those arms seem as long as a T-rex's. Full story in today's Research Fortnight: bsky.app/profile/resp...

Government’s quantum facility bid fast-tracked at UKRI amid cutbacks. 🚨Exclusive🚨 ‘Wildcard’ proposal to Infrastructure Fund approved as projects including Cern experiment upgrade lost backing www.researchprofessionalnews.com/rr-news-uk-r...

The NCF was announced in March “to deliver an approximately six-fold increase in cryo-capacity, most notably for scale-up by quantum computing companies like global leaders PsiQuantum” PsiQuantum is a US-based company aiming to build the first “commercially useful” quantum computer

In the same month the NCF was announced, former chancellor Rachel Reeves committes to spending £1 billion on commercial-scale quantum computers by the early 2030s The decision to fund the NCF was not the only factor in why the other projects were pulled

If there was any doubt about the pressure govt can put on major research funding decisions, I think this story helps put that to bed There has been a lot of heat about the UK pulling funding for the LHCb at Cern. Brian Cox has been involved, and I hear govt was not expecting the level of backlash

The LHCb was one of 4 projects to have funding via UKRI's Infrastructure Fund pulled in late 2025. Together, the projects lost a promised £280m At the same time, it turns out govt had injected a 'wildcard' project worth over £50m to the Infrastructure Fund and that project was funded within months

The existence of the wildcard proposal came from a heavily redacted FOI release, which also said there was “a requirement by government for an earlier decision to be made in relation to this project” I pieced it together, and UKRI confirmed, that the project was the National Cryogenic Facility

Burnham ally warns against ‘formulaic’ R&D devolution. Jim O’Neill says some mayoral authorities lack capacity to handle funding, ahead of white paper. www.researchprofessionalnews.com/rr-news-uk-p...

1. There will be a 'rewiring the state' white paper by Christmas and it will have a chapter on innovation, @richardaljones.bsky.social said He said “people will be surprised about how fast and how seriously this is being driven” So more than just devolving the Local Innovation Partnerships Fund?

2. Jim O'Neill, unofficial "friendly adviser" to Burnham, said a "simple formulaic approach" to devolution including R&D funding was not "necessarily the right thing to do” He said not all mayoral authorities have the right "capability and capacity" to handle devolved funding

One of the best lines from this event last night was @richardaljones.bsky.social saying: "The story of London is a story of a city trying to transition from its smokestack financial services industries into modern knowledge-based AI and life sciences, and frankly, you've done a good job"

💡Can we devolve more science and innovation spending? Our panel opens tonight with varied perspectives on this complex but highly topical matter from Prof Dame Jessica Corner @ukri.org, The Lord O'Neill of Gatley, Prof Mary Ryan @imperialcollegeldn.bsky.social, and Prof Richard Jones. #FSTEvents

UKRI response added to this story. They said UK universities produce more spinouts that any other country in Europe and are second only to the US in value generated. “Raw numbers of spinouts do not adequately capture the quality, impact and growth potential of the projects we have supported.”

Surprisingly, it turns out the UK already has access to the EU’s Scaleup Europe Fund, which is on track to be worth €5 billion. Even more surprisingly, this fact doesn’t appear to be widely known, even in government.

I did confirm it with the Commission, and the UK (and indeed any non-EU country) can access up to 5% of the Scaleup Europe Fund. That’s a chonky potential €250,000 addition to the UK’s own planned £1bn scaleup fund, with the added advantage of the EU version already existing

And the UK could soon have wider access to both the scaleup fund and the €4bn EIC fund, both of which are up for negotiation ahead of the EU-UK summit, which the Cabinet Office confirmed will happen before Christmas. Perhaps every university spinout is across this, but it was news to me. More here:

When I contacted BIST after it was first reported by Sifted, they told me to confirm it with the European Commission, and said “no decisions have been taken while we explore options”

This is despite lack of access to capital being raised as a massive problem at pretty much *every* R&D policy event I’ve been to in the last…er…5 years?? (And I've been to a lot) It came up repeatedly at the Labour Party conference this week, where ministers were laser focused on commercialisation

The Labour Party conference didn’t deliver any surprises on R&D, but it was possible to feel which way the wind is blowing I sat down with Emily Darlington MP to talk about it. As an adviser during the New Labour years, both on science and within the Treasury, she had some important insights

And she thinks universities need to change much more on commercialisation, because “we have not modernised in terms of what we allow our professors to do” Darlington said universities tend to look at how they can make money out of commercialisation rather than incentivising academics to do it

Indeed, the science minister Chris McDonald told me the UK is “choking at the moment on our lack of ability to commercialise the successful curiosity research” I had asked him whether he thought it was important to increase the budget for curiosity-driven research (which is flat cash until 2029-30)

Darlington also said that she expects the R&D budget to increase at the next spending review because of the need for more military spending But that this will mean greater focus on engineering, quantum and AI, so life sciences “might feel that they’re a little bit left out of that”

Andy Burnham also seems to be taking his cue on research and innovation from Brown In his conference speech, Burnham said: “I see startups and scaleups pouring out of our world-class universities…As Gordon Brown has said, we can be the world’s innovation nation, and he’s right, we can”

Darlington said that since New Labour, there has been a loss of understanding in HMT, particularly on how long investment to support both initial research and then commercialisation takes Commercialisation and the quest for growth was the overriding theme of many R&D panels at the conference

Perhaps the most important: she thinks John Healey will be “much more of a Gordon Brown type” than Rachel Reeves, and that’s good for research and innovation Darlington was at HMT when Healey was there as a minister “so he’s seen how that interaction with R&D and innovation used to work”, she said
