再加一个当局对被关押者家属的极端"情绪监控"的例子: shahit.biz/urumqireport...

这份警方报告描述的情况只是其中一个例子: shahit.biz/urumqireport...

Another example of extreme "emotional surveillance" of detainees' relatives, following depression that the authorities themselves created by detaining two people in the family: shahit.biz/urumqireport...

One example (of many) of how negative emotional expressions - most commonly, crying - were deemed problematic and a subject for "ideological work": shahit.biz/urumqireport... "provisional sentencing" = camp sentences that were given out to most detainees in late 2018 / early 2019.

Police also complain about the lack of communication with police bureaus outside Urumqi, as students who go home and end up detained often disappear, with neither police nor their schools in Urumqi able to learn the specifics. (10/11)

The report was drafted by the city's domestic-security branch. Around a year later, both of the Uyghur deputy bureau directors to whom it was addressed (Qadir Memet and Juret Ibrahim) would themselves be detained and essentially "purged", with little to no news since. (11/11)

Students with detained relatives look for ways to stay in Urumqi during winter and summer breaks, as they hesitate to return home for fear of being detained. Police complain that this complicates their surveillance duties and gives them more work. (8/11)

Additional discrimination is seen by students with detained relatives when applying to vocational schools, as these too reject them for fear of being implicated. (9/11)

The "study, purge, counter" (学肃反) campaign, in which teachers have to regularly self-criticize and re-evaluate their past actions, is shown to create an atmosphere of terror with real victims. One teacher is fired for hiding her husband's detention. (6/11)

The report also illustrates the various adverse effects of the policies. One is the discrimination faced by "tagged" students or those with detained relatives - having to constantly report to the authorities creates a burden for employers, who then stop hiring them. (4/11)

Another issue is the immense workload and pressure on the teachers, some of whom are regularly summoned because of phone contact with flagged students. At Xinjiang Normal University, 7 student counselors (辅导员) resign as a result. (5/11)

Addressed to the city's police leadership (bureau director Tao Hongjun and deputy directors Qadir Memet and Juret Ibrahim), it starts with an overview, including that of the 211688 students in Urumqi: - 488 are detained, - 5573 have detained relatives, - 7044 are "tagged" (2/11)

Invasive surveillance of students and teachers is also described, with both subjected to routine inspection of phones, computers, and storage drives. Students with detained relatives are further subjected to "daily meetings, weekly summaries, and monthly assessments". (3/11)
