I do not agree that this whole thing should get played as within the normal bell curve of hardball politics. this is not normal. those that do not object and resist with everything they have to give will not be remembered fondly by historians. moral integrity matters.

They do mass pardons; then the good guys do mass trials and do not honor the pardons. try them in bunches based upon level of culpability and then impose appropriate sentences including prison and disgorgement of illegal gains.
