I’ve never worked in a behemoth corporate structure but have many friends who have & trying to make even small changes can b met w malaise & obfuscation to the point of standstill

Out of curiosity, what percentage of defense spending is not on actual defense like tanks, ships, etc., but on other things like, for example, environmental remediation? DoD spends millions to clean up sites, but I'm curious if that gets targeted for cuts as opposed to one less tank.

To be clear, I am not saying environmental remediation should be cut, but generally Congress people will not want to cut money being used to cleanup a former or current base in their district/state. Lot of DoD research money is spent on environment, safety, etc.

Elon is most certainly self-interested here, and abuse of the system is extremely likely, but I think you underestimate how broken things really are, and how much appetite there is for change, even bad, disruptive change, from those trying to operate in good faith within it.

It's not just that kludgey systems (like procurement, but others as well) are an inconvenience for public servants, or cost taxpayers a little more. I'm okay with both. The desire for disruptive change comes from failure to implement policy. Eg, the impact on Biden legacy: politi.co/3PnSOwJ

politi.coWhat has Biden wrought? He had just a single term to try to transform the nation's approach to energy, climate change, technology and jobs. What does he leave behind?

Also, not material, but GSA oversees about $100B in spending out of $6.75 trillion. It's not that much. And it really doesn't set procurement policy all that much. Office of Federal Procurement Policy in WH has the real policy power.

Appreciate the correction! I’m years out of the loop on this stuff and am sure there are many such details I don’t fully remember accurately.

Ah, but he has done it. Bezos sued the Trump admin over a 10B cloud computing contract that he lost even though he was a lower bidder. There was a settlement. The belief was he lost the bid due to WaPo editorials.

Thank you for this. A historical side note is the good old "build the wall with US steel" - this was to capture procurement as well and was literally a story arc in the sitcom Arrested Development. How people still haven't caught on to what they keep trying to do is just mindblowing.

Very nice. You came close to pointing out that the goal of DOGE is also tax evasion. If you and your friends were people with a huge potential to pay taxes, would you rather focus on the IRS's efficiency or its effectiveness? How about cutting it to size and keeping it busy with a (failing) re-org?

Great piece - my only quibble is that the acquisition process doesn’t *require* the govt to go with the lowest bidder…though it can. Especially in the tech arena - govt can choose “best value”, though that doesn’t alter the essence of your articulation of the challenge that DOGE presents…

Yeah I was a bit reductive there but I cut out a long section which covered more of the full story because I thought it didn’t add much.

And you were correct to do so…only the defense acquisition nerds or nerd-adjacent (like me) would have noticed, and an even smaller subset (again me) would have been motivated to point it out…:)

Given the slipperiness of DOGE, I suspect the reality will be many agendas. The procurement capture part will primarily be about DoD which is where the contracts are. But that doesn’t explain the dismantlement components (like Ed). It’s definitely not efficiency. Just like Reagan’s dereg wasn’t.

I also think there’s a broader dereg component at play (which we are re starting to see post Chevron). And a defanging. Like going after IRS isn’t a procurement capture move but it is financially beneficial.

In terms of procurement capture, I’m curious which non-DoD areas you see as clear targets. DoT seems to be the most obvious. And FAA. I can see buddies benefiting from some of the Ag and SMB work. But this seems like small potatoes compared to the reg games.

"47% of discretionary spending each year is on defense but virtually nothing has been said about cutting it. Why would they instead be talking about cutting veteran's benefits, which are a tiny fraction of that? It's almost like they're not trying to cut spending to defense contractors."

It’s almost like there’s no real care or concern for the veterans they send to do the dirty work of maintaining a capitalist system in the dangerous world.

Sorry to be obtuse here. Procurement and capture are clear, but how is the GSA overridden? And how does the trick work of spending more (to cronies) while having the putative portfolio of spending less? Those are what is murky to me. On the other hand, I can see how they could use DOGE to punish...

Not obtuse! You’re assuming a factual basis for assertions, but they’re just going to lie. Trump spent far more money than his predecessors, but it is an article of faith with his acolytes that he spent less. They’re gonna do that again. The GSA could even carry on with much of its current work…

Thank you for writing this Even though Musk is terrible, I would actually feel better about DOGE if he was doing it himself But every dude he brings in (they will all be dudes) will be expert on one arcane issue & will change rules on that issue to benefit his own company. Corruption multiplied
