Cato are truly consistent libertarians and also truly non-partisan. They have been consistently making the case for open immigration for a very long time, and on that issue they’ve always been tough on both parties as far as I can see.

Those are legal permanent residents or specially qualified immigrants with legal status that entitles them to those benefits, lest anyone try to convince you that undocumented immigrants are collecting. But they *are* contributing nearly $100bn per year in taxes.
