Observers are required to have a certificate from the county allowing them to be at the polls and must show it to the judge of elections.

Observers are a long tradition and permitted by state law. Here is the Observer Manual from a county in Washington State: www.islandcountywa.gov/DocumentCent... There are very clear laws and regulations on what observers can and cannot do.
