The price of diesel in the US is high, therefore Trump is lifting sanctions on a country that doesn't have any diesel to sell. [And unmentioned anywhere in Western media, probably has too much sulfur in it to be sold]. This you describe as "the simplest explanation." Well it's a no from me.
